70年代中期,日本实现了战后时期最重要的战略目标之一,达到了主要资本主义国家的科学技术发展水平。论述日本科技进步问题的西方文献形成一种模式,认为日本抄袭或模仿外国工艺的本领,较之发明或进行自己开拓性工艺研究的能力更为典型。这种评价在很大程度上反映了真实情况。但是,断言日本仅仅是借鉴或照搬外国工艺,也许并不正确。一般说来,由于经常地和全面地分析世界科技趋势,这个国家的科技政策总是及时地得到了调整。
In the mid-1970s, Japan achieved one of the most important strategic goals in the post-war period and reached the level of scientific and technological development in the major capitalist countries. Western literature on Japan’s progress in science and technology has shaped a model that believes Japan’s ability to copy or imitate foreign craftsmanship is more typical than its ability to invent or develop its own pioneering process. This assessment to a large extent reflects the real situation. However, it may not be correct to assert that Japan merely used or copied foreign technology. In general, science and technology policies in this country have always been adjusted in a timely manner, thanks to a regular and comprehensive analysis of the world’s technological trends.
