1995年2月17日建设部印发了建筑业《质量兴业要点》,这既是振兴建筑业的纲领,也是“九五”建设工程质量工作规划,据此提出了1996年的工作要点,以期完成《质量兴业要点》提出的目标任务。一、当前工程质量现状1995年,各地区、各部门认真贯彻执行国办发〔1993〕33号《国务院办公厅转发建设部进一步加强工程质量和施工安全管理工作的通知》及建设部印发的《质量兴业要点》要求,以重点工程和住宅工程为主要对象,进一步强化工程质量的宏观控制和狠抓各项措施的落实,使质量管理工作得到进一步加强。根据各地结构、装饰工程质量检查和建设部组织的6个省的抽查结果表明,全国工程质量总体上看,基本控制了下滑的势头。不少省、市创出了一些质量好的住宅小区和住宅工程,对推动当地工程质量水平的提高起了积极作用。同时,我们必须清醒地看到,工程质量管理和工程质量还存在不少问题,有的问题还比较严重。

According to the random inspection results of the six provinces organized by the local structure, decoration project quality inspection and the Ministry of Construction, the overall quality of the country’s construction generally controls the downward trend. Many provinces and cities have created some good quality residential communities and housing projects, which have played a positive role in promoting the improvement of local engineering quality. At the same time, we must clearly see that there are still many problems in the quality management of projects and project quality, and some problems are still serious.
