随着社会主义市场经济体制的逐步完善,与高度集中的计划经济体制相适应的集权型政府体制已逐渐被打破,地方政府成为独立的利益博弈主体。但受多种因素的影响,地方政府在与中央政府的关系上,出现了不合作博弈行为。这对我国社会经济与政治的发展都是极为不利的,应当引起高度重视,并采取措施克服这一行为。
With the gradual improvement of the socialist market economic system, centralized government systems that have been adapted to highly centralized planned economy systems have been gradually broken up and local governments have become the mainstay of independent interests. However, under the influence of many factors, the non-cooperative game behavior of local governments appeared in their relations with the central government. This is extremely unfavorable to the social, economic and political development of our country and should be given high priority and measures should be taken to overcome this act.
