“保障有力”是我军建设的一个重要标准,是对我军平战时后勤保障的共同要求。文章认为,“保障有力”从总体上说,就是充分利用可动用的现有后勤资源,最大限度地满足部队建设需要,优质高效地保障部队应付各种突发事件和战时作战任务的完成。其标准可概括为:物资保障基本满足需求,基本设施完善配套,装备性能先进,技术状态良好,后勤战备工作落实,组织指挥反应快速高效,后勤队伍素质全面过硬,使后勤保障达到“充分及时、准确可靠、连续不间断”。实现“保障有力”,一要建立一支高素质的后勤队伍,二要改革现行后勤体制,三要进一步强化管理,四要坚持科技先行。
“Safeguarding the powerful” is an important criterion for our army’s construction and a common requirement for our army’s logistical support during the war. We must uphold science and technology first.
