为了适应新时期的工作特点,县卫生局的工作应将直接控制转化为宏观控制,由经济管理转化为科学管理、法制管理,把工作职能的重点放在规划、协调、服务和监督上。当前,县卫生局的行政管理职能主要应明确如下六个方面:1、贯彻执行党的卫生工作方针和政策。根据国家的卫生发展战略规划,结合本地实际,制定卫生发展战略目标。2、贯彻落实好初级卫生保健的各项任务,协调政府各部门的关系,宏观指导预防保健工作和乡村卫生网的建设。
In order to adapt to the characteristics of the work in the new period, the work of the county health bureau should translate direct control into macro control, from economic management to scientific management and legal system management, and focus on the work functions in planning, coordination, service, and supervision. At present, the county health bureau’s administrative functions should be mainly defined in the following six aspects: 1. Implement the party’s health work guidelines and policies. In accordance with the country’s strategic plan for health development, in conjunction with local realities, the strategic objectives for health development will be formulated. 2. Carry out various tasks for primary health care, coordinate the relations between various government departments, and guide the construction of preventive health care and rural health nets.
