《海南省村镇规划建设管理条例》日前已由省人大常委会审议通过,将于今年2月1日起施行。该《条例》明确规定:村民在乡、村庄规划区内自建住宅时,需先申请乡村建设规划许可证方可动工。《条例》规定,在乡、村庄规划区内使用原有宅基地和村庄规划预留宅基地建设村民住宅的,村民应当持户籍证明、宅基地使用证明、村民委员会签署的书面意见等有效文件,向乡镇人民政府提出申请,由乡镇人民政府依据乡、村庄规划审查,符
