研发国际化是跨国公司全球化战略的重要组成部分,研发活动使得研发资源的流动加快。天津应密切追踪跨国公司研发活动的新动向并制定新的发展思路,加快研发中心的集聚,并趋利避害,培育和提升本土研发水平,争取建成跨国公司研发的集中地。借助全球研发资源的再配置有利于研发中心向天津的集聚,笔者建议:1.调整招商重点和策略,与“科技招商”和产业创新对接,吸引跨国公司来津设立研发中心,探索其与本地企业和项目合作的新机制。2.加强企业与跨国公司研发机构的交流与合作。3.构建“政府扶持+市场驱动+金融支撑”的机制,加快培育民族企业的自主创新能力。
Internationalization of R & D is an important part of the globalization strategy of multinational corporations. R & D activities have accelerated the flow of R & D resources. Tianjin should closely follow the new trend of R & D activities of MNCs and formulate new development ideas to speed up the concentration of R & D centers, seek benefits and avoidance, foster and upgrade local R & D levels, and strive to establish a centralized R & D center for multinational corporations. Reallocating global R & D resources will benefit the R & D center’s agglomeration in Tianjin. The author suggests: 1. To adjust the investment priorities and strategies, and “technology investment” and industrial innovation docking, to attract multinational companies to Tianjin R & D center to explore its New mechanisms for working with local businesses and projects. 2. Strengthen exchanges and cooperation between enterprises and R & D institutions of multinational corporations. 3. Build a mechanism of “government support + market-driven + financial support” to speed up the cultivation of independent innovation capability of ethnic enterprises.
