Under the new historical situation of implementing the scientific concept of development and building a harmonious society, it has become a major issue to strengthen the building of the party’s ability to govern and this has raised new and higher demands on enhancing leadership at all levels of leadership. This article elaborates on how the leading cadres can adapt to the new situation, practice their work and enhance their leadership ability.
