一、各机关部队现有之商业生产,应结合机关群众的要求,可尽量的改组为机关部队消费合作社,并应根据下列办法有计划有步骤的进行。二、凡拟改组为消费合作社之机关商业生产,皆应根据刘少奇副主席报告及合作社法(草案)进行改组。目前应作到下列三条:一第个基层社应吸收社员五百人,如机关较小,可联合几个机关成立之。二除机关生产之原有基金仍作为消费社之资金外,更重要的应吸收社员股金,惟社员入股必须是平均入股。三经营方针,是专为社员服务,以不作非社员买卖,应低于市价供给社员日用品,不应以分红营利为目的。

Any commercial production of organs that are to be reorganized into consumer cooperatives should be restructured in accordance with the report of Vice Chairman Liu Shaoqi and the draft Law of Cooperatives (draft). At present, the following three articles should be made: A first grassroots unit should absorb about 500 members and, if it has a small body, may establish several joint bodies. 2. Except for the original funds produced by the authorities that are still used as the funds for the consumer service, it is more important to absorb the share capital of the members. However, the shareholding of the members must be an average share. Three operating guidelines, is designed for members to not trade for the sale, members should be lower than the market price of daily necessities, not for the purpose of profit-sharing.
