今年是实施“九五”计划的第一年。在未来15年特别是“九五”期间,国家要实现两个具有战略意义的转变:经济体制由传统的计划经济向社会主义市场经济转变和经济增长方式由粗放型向集约型转变。这对高校的改革与发展提出了新的要求:要努力走出一条既适应市场经济,同时又符合自身发展规律,全面提高教学质量和办学效益的办学新路。结合河海大学改革与发展实践,谈点看法。
This year marks the first year of implementing the Ninth Five-Year Plan. In the next 15 years, especially during the Ninth Five-year Plan period, the country will realize two strategic changes: the transformation of the economic system from the traditional planned economy to the socialist market economy and the transformation of the mode of economic growth from extensive mode to intensive mode.
