党的十八大以来,中央继续强调深化行政体制改革,特别是强调政府职能转变,提供优质政府公共服务,提高政府的服务质量与服务效率。这已成为政府行政体制改革的重点。本文以广州市荔湾区政府政务服务改革实践为例,以服务型政府理论与新公共管理理论为理论基础,从服务型政府视角出发,利用实地走访、个案访谈和文献研究等方法,对荔湾区政务服务流程再造的现状、问题与困境进行了初步研究,探析了其“一个窗口办所有事”等新型政务服务做法,总结了其在政务服务中群众满意、效能提升的成功经验。
Since the 18th CPC National Congress, the Central Committee has continued to emphasize deepening the reform of the administrative system. In particular, it emphasized the transformation of government functions, provided quality public services for the government, and improved the service quality and service efficiency of the government. This has become the focus of the government’s administrative reform. Taking the reform of government affairs service of Liwan District Government in Guangzhou as an example, taking the service-oriented government theory and new public management theory as the theoretical basis, from the perspective of service-oriented government, this article makes use of field visits, case interviews and literature research methods to analyze Liwan District The status quo, problems and dilemmas of government service process reengineering have been studied preliminarily, and the new type of government service practices such as “one window for everything ” have been explored. The successful experiences of their satisfaction and effectiveness in government services have been summarized.
