1990年以来,纪检监察机关反腐败斗争呈现白热化趋势,突破了一大批腐败案件,查处了一大批腐败分子。其中,授予纪检监察机关的两把特殊利器就是今人皆知的“两规”“两指”。近日,著名反腐学者李永忠对“两规”“两指”措施的产生、发展、改进和完善进行了全面论述,指出:“两规”“两指”措施,在法律法规上是有依据的,在理论上是站得住的,在实践中也是行得通的,从效果来看也是好的,国际上也有惯例可资借鉴。所以,纪检监察机关在办案中必须敢于使用、善于使用这一办案措施。这是因为“两规”“两指”措施的威力来自三个方面:一是来自一些基本证据的掌握;二是来自被调查对象权力的暂停行使;三是来自信息的相对优势。因此,特发此文,旨在严格执行并正确运用“两规”“两指”措施,消除一些不必要的疑惑,避免一些不必要的失误,使“两规”“两指”措施在党内外产生大的影响,得到更多党员干部和人民群众的理解和支持。
