今年“两会”的最大关注点,就是由石秀诗省长在省十届人大四次会议上所作的《关于贵州省国民经济和社会发展第十一个五年规划纲要的报告》。这份《报告》以科学发展观为指导,站在历史新高度,从战略全局出发,提出了新世纪第二个五年我省经济社会发展的总体目标、指导方针和重大部署,是我省加快小康社会建设、实现经济社会发展历史性跨越关键时期的纲领性文件。“十一五”时期,正是我省加快小康社会建设、实现经济社会发展历史性跨越的关键时期。关键时期的贵州,将怎样一心一意谋发展,如何聚精会神搞建设?无数关注的目光,投向“两会”,投向贵州“十一五”规划。“两会”上,代表委员们说感受、议发展、进诤言、献良策,热评热议贵州“十五”成就和“十一五”规划,可谓精彩纷呈。为方便广大读者了解石秀诗省长报告要点和代表委员们的评议情况,本期特别组织并推出这篇文章。
The focus of this year’s “two sessions” is the “Report on the Eleventh Five-year Plan for Guizhou’s National Economic and Social Development” made by Shi Xiu-shih, the provincial governor, at the Fourth Session of the Tenth National People’s Congress of the province.
