采标 (采用国际标准和国外先进标准 )是工程建设标准化工作长期以来一直坚持的一项技术经济政策 ,同时又是一项复杂的系统工程。工程建设标准如何结合我国国情进行采标 ,目前还没有具体的规定。本文通过国家重点工程之一的“西气东输管道工程”施工专业企业标准的采标实例 ,从采标范围、对象的确定 ,采标对象中个体标准的研究、对比和分析 ,采标建议的提出以及如何依据初选的采标内容制定具体的标准等方面进行了阐述 ,旨在为工程建设标准的采标工作“抛砖引玉”。
Adopting the standard (using international standards and foreign advanced standards) is a technical and economic policy that has long been insisted on in standardization of engineering construction, and it is also a complex system engineering. There are no specific regulations for how to adopt the standard of engineering construction in combination with China’s national conditions. This article adopts the example of the standard of construction of the “West-East Gas Pipeline Project”, one of the national key projects, from the adoption of the standards of the construction professional enterprise standards, the determination of the scope of the adoption of the standard, the determination of objects, the study, comparison and analysis of the individual standards among the objects of the adoption of the standard, and the recommendation of the adoption of the standard. The elaboration of the proposal and how to formulate specific standards in accordance with the content of the primary selection were carried out, aiming at “introducing bricks and jade” for the standard construction work.
