1945年6月22日,当时的国民政府军事委员会给行政院发电文称:“着自本年十月一日起,全国一律改为靠右行走。”《古礼》曰:“道路男子由右,妇女由左,车从中央。”唐代则有车辆靠右行驶的规定,“以鼓城门入由左,出由右,皆周法也”。但这些规定并没有普遍实行,也不具有延续性。真正意义上的交通规则的产生是汽车出现之后。
