根据国际标准化组织(ISO)国内若干归口单位提出的意见,经汇总形成了《关于建立工程结构国际标准综合体系的建议》。在1994年8月召开的ISO建筑顾问组(TAG8)第13次工作会议上,我国顾问邵卓民提出这个《建议》后,受到各国重视。顾问组主席O. Lyng表示:“这个建议阐明了尽快统一工程结构设计施工准则以确保国际标准体系协调一致的必要性,是一个非常好的建议”。该会议决定,将《建议》送交结构设计基础委员会(TC98)秘书国,要求TC98在下次全会上邀请其他结构技术委员会(TC71,TC165,TC167,TC179)和欧洲标准化委员会(CEN)参加,共同研究这个《建议》,以便采取措施,落实这项TAG8十分关注的重要基础性工作。ISO中央秘书处于1994年11月已将《建议》转发给各成员国。同年12月,澳大利亚标准协会来电要求访华,以讨论与《建议》有关的问题。现将该《建议》刊载于后,以便读者了解这一重要动向。
According to the comments made by several focal points in the International Organization for Standardization (ISO) in China, the “Proposal on Establishing an International Standard System for Engineering Structures” has been formed. At the 13th working meeting of the ISO Building Advisory Group (TAG8) held in August 1994, our country's consultant Shao Zhuomin proposed this “proposal” and was valued by all countries. O. Lyng, Chairman of the Advisory Group, said: “This proposal clarifies the need to harmonize engineering construction design practices as soon as possible to ensure harmonization of the international standards system and is a very good proposal.” The meeting decided to send the “Proposal” to the secretary-general of the Structural Design Fundamentals Committee (TC98) requesting TC98 to invite other structural technical committees (TC71, TC165, TC167, TC179) and CEN to attend the next plenary meeting Study this “proposal” so that steps can be taken to implement the important fundamental work of this TAG8. The ISO Central Secretariat transmitted the “Recommendations” to all member states in November 1994.
