慈溪法院近年来审理了大量“六合彩”案件,甚至还出现了赌资高达亿元的“六合彩”案件.针对“六合彩”活动的泛滥,笔者认为应当重点发挥法律的作用:完善刑事立法,加大对于赌博犯罪的处罚力度;对犯罪情节特别严重,符合司法解释有关非法经营罪规定的,应当以非法经营罪定罪量刑。 In recent years, Cixi courts have tried a large number of cases involving “Liuhe Cai” and even appeared in the “Liuhe Cai” case in which the gambling capital reached as high as 100 million yuan.
