持枪、抢劫、拒捕、杀人,这足以使湖南省湘潭市“2004·01·15”持枪抢劫杀人案件成为关注的焦点。犯罪嫌疑人奉小波作案后四处逃匿,2004年3月,再次在上海悍然开枪拒捕,引起强烈震动,公安部将其列为B级逃犯在全国通缉。对于此案,公安机关采取果断有力的紧急措施,灵活运用侦查手段,较快锁定了犯罪嫌疑人,各地公安机关给予密切配合, 在案发4个月后,终于将奉小波抓捕归案。对奉小波的4次查缉抓捕行动,突出反映了合理运用查缉战术的重要性,留下了许多宝贵的经验和有待反思的地方。
Holding a gun, looting, refusing to arrest or killing people was the focus of gun-robbery and murder of “2004 · 01 · 15” in Xiangtan City, Hunan Province. After the criminal suspects were convicted of evasion in Xiaobo committing crimes, in March 2004, they once again flagrantly opened fire in Shanghai and caused violent shocks. The Ministry of Public Security classified them as class B fugitives wanted throughout the country. In this case, the public security organs took decisive and vigorous emergency measures, made flexible use of investigative techniques, quickly locked the suspects and closely cooperated with the public security organs of various places. After four months of the incident, they finally arrested and filed the case with the wavelet. The four arrests and arrests conducted by Feng-wah, highlighting the importance of using tactics of arrest warrants well, left many valuable experiences and places to be reconsidered.
