近年来,部分省市在创新社会管理体制机制、加强社会建设方面做出了诸多探索和实践,中央也进行了体制机制调整和创新,具体表现在机构设置、职责确定、人员配备、程序设计等方面。这些改革举措,具体的设计较为多样,统筹协调是重点和难点,作用发挥和发展前景有待进一步观察。在今后的实践中,应以行政管理体制改革推动社会管理体制改革,以社会和公众自我管理完善社会管理和服务,从而推动创新和加强社会管理工作。
In recent years, some provinces and municipalities have made many explorations and practices in innovating social management system and strengthening social construction. The Central Government has also carried out structural and institutional adjustments and innovations in the areas of institutional setting, responsibility determination, staffing, programming, etc. aspect. These reform measures, the specific design is more diverse, co-ordination is the key and difficult, the role of play and development prospects remain to be further observed. In the future practice, the reform of the social management system should be promoted with the reform of the administrative system, with the social and public self-management to improve social management and services so as to promote innovation and strengthen social management.
