August 26, 2016 Pursuant to the Outline of the Action Plan for All-People's Scientific Literacy (2006-2010-2020) (Guo Fa [2006] No. 7, hereinafter referred to as the “Outline of Scientific Diathesis”), the Implementation Plan of the Action Plan for Scientific Literacy for All 2016-2020) (Guo Ban Fa [2016] No.10) and the Implementation Plan of the National Science Quality Action Plan for Zhejiang Province (2016-2020) (Zhezheng Ban Fa [2016] No. 66), in order to further clarify “Thirteen Five ” during the city of universal science
