公共性是彩票公益金的本质属性。美国彩票公益金的筹集、分配和使用机制凸显出公共性,其主要特点是法律健全、组织独立,使用领域相对集中,受益人群广泛,资金管理规范。这对解决我国彩票公益金运行中的问题有一定的借鉴意义、中国应尽快出台《彩票法》,提高彩票公益金的使用效率、均衡彩票公益金使用领域,加强资金管理,健全信息披露制度。
Publicity is the essential attribute of lottery public welfare fund. The mechanism of raising, allocating and using lottery public welfare funds in the United States highlights the public nature. The main features of the lottery public welfare fund are sound laws, independent organizations, relatively concentrated areas of use, extensive beneficiaries and standardized fund management. This is of some reference to solve the problems in the operation of lottery public welfare fund in China. China should promulgate “lottery law” as soon as possible so as to improve the efficiency of lottery public welfare fund utilization, balance the use of lottery public welfare fund, strengthen fund management and perfect information disclosure system.
