公文有无主题,要不要主题,对公文理论和实践来说,显然是个很重要的问题。王佐同志《对公文主题理论的思考》一文,提出公文无主题说,认为公文的主题理论,已经“陷入了极为尴尬窘迫的境地”,宣布“我们除了把它彻底推倒,就再无别的可选择了。”(见《秘书之友》90年第二期)王文是不同意裴显生、陈文清等同志提出的公文有主题沦。裴显生同志认为“公文主题也就是公文的中心思想、主题和总观点,一篇公文必须有一个主题。”为了有利于问题的讨论,要明确主题的概念。《辞海》解释主题“又叫主题思想,文艺作品通过描绘现实生活和塑造形象所表现出来的中心思想,是作品内容的主体和核心,是文艺家经过对现实生
