社会管理是中国特有的公共管理实践,对其进行探究需要处理好科学化和本土化的关系。遵循诺贝尔经济学奖获得者西蒙和奥斯特罗姆的传统,我们试图提出一个社会管理研究的诊断视角,这一理论模型包括三个构成要素,即“本体论框架建构-诊断-设计”。社会管理研究的“本体论框架”聚焦于政府系统和社会系统之间的复杂互动及其结果,并分析政治、经济、文化和生态等外部变量对其影响。在此基础之上,对政府与社会之间权力、服务和契约三种关系进行诊断,探讨关系不同组合所形成的不同社会管理模式,并对理想的社会管理模式进行简要评价。
Social management is a peculiar practice of public administration in China. To probe into it needs to deal with the relations between scientificization and localization. Following the tradition of Simon and Ostrom, the winners of the Nobel Prize in Economics, we attempt to propose a diagnostic perspective on social management research that includes three components, namely, “Ontology Framework Construction - Diagnostic - Design ”. The “Ontology Framework” of social management research focuses on the complex interactions between government and social systems and their outcomes, and analyzes the impact of external variables such as politics, economics, culture and ecology on them. On the basis of this, we can diagnose the relationship between government and society in the relations of power, service and contract, explore different social management models formed by different combinations, and briefly evaluate the ideal social management mode.
