文章认为,富余人员问题是国有企业改革和发展中必须解决的重要问题之一。解决这一问题的有效途径是:把国有企业的富余人员看成是企业的财富而不是负担,并通过成立"人力资源公司"的方法来实现这种思想。由国有企业富余人员构成的"人力资源公司"具有以下特点;公司职工通过培训必须具有多种技能;公司的组织形式以能为其他公司提供最佳服务为宗旨,同时,根据富余人口的经验、技能,分成若干小组,灵活多样,并根据市场需要进行重组;公司财务上实行独立核算。
The article holds that the surplus personnel issue is one of the important issues that must be solved in the reform and development of state-owned enterprises. An effective way to solve this problem is to regard the surplus personnel of state-owned enterprises as the wealth of enterprises instead of the burden and to realize this idea through the establishment of a “human resource company”. The “human resource company” composed of surplus personnel of state-owned enterprises has the following characteristics: employees of the company must have multiple skills through training; the organizational form of the company aims at providing the best service to other companies; meanwhile, based on the experience of the surplus population, Skills, divided into a number of groups, flexible and diverse, and reorganized according to market needs; the company financially independent accounting.
