来自公安部门的证据表明,当前黑恶势力的一大特点是不择手段疯狂攫取经济利益。他们以“黑”护商,又以商养“黑”,为犯罪活动的扩张提供了经济后盾。因此,严惩涉及经济领域的黑恶势力犯罪,已成为整治社会治安与整顿市场秩序相结合的必然要求。 正如全国人大常委会委员长李鹏2001年11月24日在北京所说,打击黑恶势力犯罪应作为我们今后“严打”整治工作的重中之重,要重拳出击,坚决把那些隐藏较深的黑恶势力团伙挖出来,彻底摧毁其经济基础,深挖、严惩黑恶势力的后台和“保护伞”。
