夏日的江南晴一时雨一时。素有“千载诗人地”之美誉的小城池州带着历史的神韵与现代的活力进入了我们的视野。在未到池州之前,我们印象中的池州首先是一个天然大公园的生态概念,譬如全国第一个国家级生态经济示范区和实施《中国21世纪议程》地方试点地区之一;其次是一个相对落后的概念,譬如经济总量和工业化水平多年来处于安徽的末位。一边是生态保护,一边是经济发展,池州如何来破解这道难题?对于处在工业化初期的池州来说,如何缩短工业化进程?带着许多疑问,我们走进了池州。然而,把这个问号拉直的不是一大堆飙升的数字,而是数字背后一个生发出勃勃生机与活力的城市,以及这个城市在成长中选择的发展路径。池州是一个年轻城市,同时也意味后发的潜力。一个后发地区在成长中无一例外地会碰到有什么、缺什么、发展什么、引进什么等诸如此类的难题。如果说池州经济的快速起跳得益于比较优势和后发优势,那么其未来发展走向也许更值得我们期待。尽管池州目前经济总量仍处于安徽17个地级市的末位但我们可以看到,这是一个极具成长性的城市。一个欠发达地区如何在区域竞争中凸显比较优势,从而实现跨越式发展?池州无疑是一个值得关注的范例。因此,从这个层面上讲,池州具有区域发展的标本意义。
