九一年国家对外贸出口企业取消财政补贴,实施自负盈亏体制后,省公司为了自身利益,以拖欠贷款、减少手续费、压级压价等手段将“危机”转嫁给基层企业,加之收购计划脱离实际,管理体制弊端较多,致使内地基层外贸企业困难加重,经营维艰。我们认为,改革的对策是:(1)将基层企业改为省公司的经理部,使基层企业与省公司形成内部分工、同担风险、共享利益的联营实体;(2)改革现行条块人事体制为垂直管理体制;(3)加强基层企业人员培训,提高经营管理水平。
In 1991, after the state abolished financial subsidies for foreign trade export enterprises and implemented a self-financing system, provincial companies transferred “crisis” to grass-roots enterprises for the sake of their own interests, such as arrears of loans, reduction of fees, and pressure-down prices, and the withdrawal of acquisition plans. Actually, there are many drawbacks in the management system, which makes it harder for the grassroots-level foreign trade enterprises in the Mainland to face difficulties in their operations. We believe that the countermeasures for reform are: (1) Change the grassroots enterprises to the provincial company’s managerial department, so that the grassroots and provincial companies will form joint entities with internal division of labor, risk sharing, and shared interests; (2) Reform of the current bar personnel The system is a vertical management system; (3) Strengthen the training of grass-roots enterprise personnel and improve the management level.
