党的十八届五中全会提出创新、协调、绿色、开放、共享的发展理念,共享是其中的重要内容。教育作为一种具有鲜明正外部性的公共物品,是实现人的全面发展,促进权利公平、机会公平、规则公平,防止贫困的代际转移,实现共同富裕的重要手段。但从目前的现状看,由于学校教育的标准化有余、差异化不足,课外培训的逐利性有余、公益性不足,像农民工子女、贫困家庭子女、残疾人等群体,往往成为学校标准化教育的落伍者,亟待通过免费(或低廉收费)、个性化、差异化的教育补上学习的短板。
