改革开放初期,我们更多地把关注点集中在经济的发展和市场经济的建设上,现在经济取得了很大发展,则应注重经济与社会的协调发展。以前,更多的是注重政府与市场的关系,发挥市场的作用,现在要更关注政府、市场还有社会三者的关系。总之,构建和谐社会符合中国的经济与社会发展的新形势。因而十六届四中全会把构建社会主义和谐社会作为提高党的五种执政能力之一。过去小平同志既说过“让一部分人先富起来”,也说过“走共同富裕的道路”,“共同富裕”是目标,因为“共同”就要协调各种利益关系,尤其是人与人、人与自然之间的关系。而政府与社会、政企之间(组织之间的关系)最终也都是建立在以人为本的基础上。公共关系实质上也就是一种以人为本的现代化管理。
