据审计署审计,截止2010年底,全国地方政府性债务余额107174.91亿元,其中:政府负有偿还责任的债务67109.51亿元,占62.62%;政府负有担保责任的或有债务23369.74亿元,占21.80%;政府可能承担一定救助责任的其他相关债务16695.66亿元,占15.58%。分级次看,全国省级、市级和县级政府性债务余额分别为32111.94亿元、46632.06亿元和28430.91亿元,分别占29.96%、43.51%和26.53%。分地区看,东部11个省(直辖市)和5个计划单列
According to audit by the Audit Commission, by the end of 2010, the balance of local government debt in China reached 10,717.491 billion yuan, of which: the government owed debt repayments of 6,710,951 million yuan, accounting for 62.62%; and the government owed guarantee liabilities of 2,336,974 million yuan, accounting for 21.80%. Other related debts that the government may assume certain relief responsibilities amount to 1.669566 trillion yuan, accounting for 15.58%. At the grading level, the balance of government debt at the provincial, municipal and county level in the country was 3,211,194 million yuan, 4,662,306 million yuan and 2,843,091 million yuan, accounting for 29.96%, 43.51% and 26.53% respectively.
