黄委主任綦连安在分析当前黄河防洪形势时指出,建国以来,在党中央、国务院的高度重视下,黄河下游初步建成了“上拦下排,两岸分滞”的防洪工程体系,水文、通信建设等非工程防洪措施也有了较大的发展,增强了防洪能力。加上沿黄军民和治黄职工的团结奋斗,共同防守,保证了黄河四十五年伏秋大汛大堤没决口,取得了黄河防汛斗争的伟大胜利。
In analyzing the current flood control situation in the Yellow River, Huang Lian’an pointed out that since the founding of the People’s Republic of China, under the great attention of the Party Central Committee and the State Council, the flood control engineering system of " Non-engineering flood control measures such as communications construction have also made great strides and enhanced flood control capacity. Coupled with the unification of Huang Junmin and the government of the Yellow River, the joint defensive work has ensured that the Yellow River has not ruled the great flood in the autumn of 45 years and has won the great victory of the Yellow River flood control struggle.
