1988年以来,石狮、卓资、华容等200多个县(市)被确定为县级机构综合改革试点单位。十余年下来,这些县市大多走了精简-膨胀的老路。2001年全国县(市)乡改革后,其机构设置与全国其它县(市)大体趋同。笔者以为,之所以我国地方试点改革的效果不明显,主要有以下两个方面的原因:一是内在的障碍,即观念和利益约束;二是外在的障碍,即制度和体制的约束。
Since 1988, more than 200 counties (cities) such as Shishi, Zhuozi and Huarong have been identified as pilot units for the comprehensive reform of county-level agencies. More than a decade later, most of these counties have taken a streamlined-bloated path. After the reform of the county (municipality) nationwide in 2001, its institutional arrangement basically converged with that of other counties (cities) in the country. The author believes that the reason why local pilot reform in our country is not obvious, mainly in the following two reasons: First, the inherent obstacles, that is, the concept and interests of the constraints; second is the external obstacles, that is, the constraints of the system and system.
