In August 1989, the capital city sculpture art committee held an enlarged working meeting in Huairou to study and discuss the fourth draft of Beijing Urban Sculpture Planning. The meeting was presided over by the Secretary General of the Capital Planning and Construction Commission, Comrade Xuan Xiangli, director of the Urban Sculpture Art Committee, and attended by some 30 experts in the fields of sculptors, landscape architects and planners.
