The BBC is self-proclaimed to have the most rigorous journalistic norms in the world. However, following the Gilligan incident, the BBC was condemned by the Hutton Report because of unwarranted flaws in its press specifications. In order to rebuild the image, the BBC initiated a series of major reforms that not only replaced the top leadership, adjusted the organizational structure, improved the oversight mechanism for complaints, and revised the code-making norms over the years, making it clear for the first time that “correctness is more important than speed” News values, while carrying out a wide range of training on coding standards.
