一、存在的问题建筑企业实行各种形式的内部承包以来,人们对承包的一般看法。由当初的“一包就灵”,一变而为“承包承包,个人先捞”。有的企业还因此取消了内部承包。这两种看法虽然都有偏见性,但目前建筑企业内部承包出现的问题确实令人担扰。笔者认为其中的主要问题是建筑业的承包经营与行业特点脱节,具体表现在以下几个方面: 1、承包指标与建筑产品的价格构成特点脱节。建筑产品不仅不同结构、类型的产品价格不同,而且相同结构、相同类型的产品,其价格也会各异,由于这种情况,对正确测定承包指标带来很大的难度。因此,在企业与承包者确定承包指标时,总是“公说公有理,婆说婆有理”。僵持不下。指标订得过高,承包者信心不足,有的甚至半途甩手不干;指标定得过低,承包者得了不义之财,有的甚至发了横财。2、内部承包的工程对象与总承包的工程对象脱节。总承包一般是单位工程和单项工程,企业分包给承包者施工的对象有的是部分工程,有的是分项工程,一个工程由几个队承包,因而出现赚钱的工程就包,亏本的工程就“保”;施工条件好的就
