思想政治工作被大多数人认为是弹性工作,可松可紧、可深可浅。产生这种思想认识的根源除了主观原因外,就是没有全面科学地建立起思想政治工作的质量评价体系,无法对松与紧、深与浅进行真实可靠的测评。多年来,这种评价体系一直是思想政治工作者研究的重要课题,因为评价体系对于工作方向具有导向性,使工作向评价体系要求的方向前进。评价体系具有可度量性,能判别工作的好与坏、力度的大与小、效果的优与劣,同时具有约束性和激励性。哪些该做,哪些不能做,做好了会怎么样,做错了要怎么样,这些在评价中都应规定。评价体系的建立和完善能够从客观上消除思想政治工作可有可无的错误认识,只有这样,这一手也才能够真正
