国家信访局局长周占顺接受《半月谈》杂志采访时,指出了当前信访事 件中的4个80％,80％以上反映的是改革和发展过程中的问题;80％以上有道 理或有一定实际困难和问题应予解决;80％以上是可以通过各级党委、政府 的努力加以解决的;80％以上是基层应该解决也可以解决的问题。在信访工 作上最具发言权的人士,对信访事件进行如此细致量化的定性分析,无疑可 以为各级政府对待信访事件、上访群众方面,提供新的参照和警示。
