在中国,农村稳定则全国稳定、农村安全则全国安全的特点十分明显。当前农村在经济发展过程中,出现了许多新的安全防范的问题,影响了农村的稳定大局。文中分析了农村的社会现状,分析了农村案件发生特点,探讨了各机构的工作难点,对已存在的安全防范体系加以完善和补充,构建起以人防、物防、技防“三层防控”为特色的农村社会安全防控体系。
