On September 19, 1945, in light of the Kuomintang’s attempt to plunder the fruits of the victory of the people’s anti-Japanese war and to plot to launch a civil war, the CPC Central Committee formulated the strategic principle of “developing northward and defensive facing southward.” In order to implement this principle, the CPC Central Committee made major adjustments to the forces in all the liberated areas of the country, and transferred 80,000 troops of the New Fourth Army to the north, one of which took the lead in entering the northeast.
