随着改革、开放、搞活方针的深入贯彻,以及邮电建设步伐的加速,正确解决对邮政机械化的认识问题,越来越引起人们的重视。本文试就此提出一些看法,同大家共同探讨。对邮政机械化“得不偿失”论的剖析我们从事邮政技术管理工作的同志,常常听到一种“邮政机械化得不偿失”的议论。这种议论由来以久,也困扰了我们多年,使我们工作起来,疑虑重重,放不开手脚。现在,把这个问题摆出来,重新加以认识,我以为是大有必要的。在发展邮政机械化中,邮政建设的有限资金,既难以改变邮政的落后面貌,更难于扩大再生产,极不适应社会对邮政通信的需求,“得不偿失”论正是在这种条件下产生的。它是邮政通信需求与投资不足的客观矛盾,
