当下,环境问题已经越来越成为万众瞩目的热点问题。环境问题引起了国民的高度重视,而保定市的环境问题也日益严峻。国内环境立法日益完善,保定市关于环境保护的地方性法规也是层出不穷,然而却并没有遏制环境的恶化。与立法情况形成鲜明对比的是不容乐观的行政执法现状,立法与执法之间存在着较大的脱节现象。本文参照国内外环境治理的成功经验,结合保定市的基本情况,提出了有效的解决方案。希望能够改善环境行政执法的现状,缓解环境问题,推动保定市环境治理问题的研究,促进生态文明的发展。
At present, environmental issues have increasingly become a hot issue of much publicity. Environmental problems have aroused the people’s attention, and environmental issues in Baoding are also increasingly serious. With the improvement of domestic environmental legislation, local laws and regulations on environmental protection in Baoding also emerge one after another, however, they have not stopped the deterioration of the environment. In sharp contrast with the legislative situation, it is not optimistic about the status quo of administrative law enforcement. There is a great disconnect between legislation and law enforcement. This article refers to the successful experience of environmental governance both at home and abroad, and puts forward effective solutions based on the basic situation of Baoding. Hope to improve the status quo of environmental administrative law enforcement, alleviate environmental problems, promote the study of environmental governance in Baoding, and promote the development of ecological civilization.
