事由:令颁本府关于夏收夏选竞赛评判委员会组织评判与奖励办法的规定希依照执行由各专员、各县(市)长:农村的生产竞赛运动,目前正在开展。为了进一步扩展这一运动,并鼓励农村中的一切劳动者逐渐组织起来,发挥集体劳动效能和劳动积极性,在此夏收夏选时期,特决定成立陕西省人民政府夏收夏选竞赛评判委员会;以马明方为主任委员,韩兆鹗、苏资堔,为副主任委员,及其它委员二十人组成,业于六月三日正式成立;并制定「陕西省人民政府关于夏收夏选竞赛评判委员会组织、评刊与奖励办法的规定」。兹特将此项规定随
