在开放经济条件下,对一国中小企业如何适应利用国际直接投资发展,实施商品生产要素国际国内配置相结合的大开放战略研究尚不多见。因此,如何借鉴运用西方产业竞争理论、指导处于发展中国家加快形成产业升级和产业竞争力互动机制,分析影响产业竞争力的因素变化,培育和形成产业竞争力的措施,实现政策目标,是本文研究的出发点。
