1992年,汕头市成立了第一家职业介绍所,但十分狭小、简陋,加上观念陈旧,职介机构的发展停滞不前。1995年,为适应市场经济发展需要,职介所升格为直属科级事业单位,更名为职业介绍服务中心,扩大场地、增加设备并建立了劳动力市场信息网汕头站和汕头市劳动力市场管理和职业服务信息网络。劳动力市场坚持为企业和劳动者服务,累计为2万多家用人单位提供服务,为53万人次求职者推荐就业。但当时的市场分设两处,合并不足400平方米,求职者和用人单位都十分不便。
