1998年9月16日,杨庆才副省长在全省秋季森林防火双向电视会议上讲话,指出今年秋季森林防火具有特殊意义。今年秋季的森林防火工作,是在我国、我省部分地区遭受历史上罕见的特大洪涝灾害的情况下展开的。无情的洪水已经给我省国民经济建设和灾区群众生产生活造成了巨大损失,为使受灾群众早日重建家园、恢复生产、安全过冬,目前省委、省政府正在全力以赴组织抗灾自救和灾后重建工作。在这种形势下,森林防火工作决不能出现任何纰漏,更不能出现大的问题。否
