如何搞好企业内部承包?目前这个问题在不少企业中还没有解决好,盐城市农机修造厂这个挂着“农”字招牌、长期吃惯国家补贴饭的全民企业,其内包过程中的阻力和难度更是可想而知的。去年四月份,新的厂领导班子建立后,面对着管理上不去,人心不稳定,内亏较严重的摊子,深深感到,要救活这个企业,唯一的出路在于知难而进,勇于改革。经过一番调查以后,一个大胆的改革方案初步形成,拉开了农机厂内部改革的帷幕。一、实实在在的劳动人事制度方面的改革中层干部实行招标聘任。通过民主测评,公开竞选,11名技术业务骨干受到厂长聘任。原有19名中层干部中有8名因不胜任现代管理要求,而被自然免除职务。

Through democratic evaluation and open campaigning, 11 key technicians were appointed by the factory manager.
