三农问题一直都是中央财政扶持的重点,近年来,中央更是出台财政支持“小农水”重点县建设政策,中央对地方财政支农资金投入力度也在不断加大,然而地方在财政支农资金的实际管理过程中,存在不少的问题。本文根据对广西鹿寨县的实地调研情况,以“小农水”财政资金管理为切入口,分析地方财政支农资金管理的现状和问题,在总结的基础上提出优化管理的路径选择及建议。
In recent years, the central government has introduced the policy of “supporting the development of key agricultural counties” in areas where the financial support is provided. Based on the field investigation of Luzhai County in Guangxi and the entrance of “small-scale farming water” financial fund management, this paper analyzes the status quo and problems of local financial agriculture fund management, and on the basis of the summary, puts forward the choice and suggestion of optimal management .
