Suggestions: During the Sixth Session of the Eleventh National People’s Congress of the Eleventh National People’s Congress, the delegate of Peng from Xiangxi Autonomous Prefecture put forward the “Proposal on Increasing the Central and Provincial Subsidy for Grants of New Rural Cooperative Medical System in Xiangxi Prefecture” (No. 1472). Suggestions suggest that Xiangxi Prefecture is an old, less developed, and less developed region supported by the state and is the key development area for the western region of Hunan Province and the main battlefield for tackling poverty. In 2011, 2.155 million rural residents in Xiangxi Prefecture participated in the new farmhouse with a participation rate of 95.18%.
