根据并村改革和档案指导的实践,发现在村级档案管理中存在“认识不足、管理不善、资料不全、开发不够、设施落后、机制不优”问题,必须按照“三个代表”的要求和《加强村级档案管理》的标准,加大力度,实施达标建设,切实发挥档案在农村经济发展中的作用。一、搞好调整培训,提高队伍素质。为适应改革开放和农村经济发展需要,村级专兼职档案员必须具备政治强、业务精、懂经济、会技术的良好素质,及时收集、整理开发利用档案,更好地为农村经济和社会发展服务。通过引入竞争机制,及时调整档案员队伍,我县结合并村工作调整71名村级兼职档案员,战斗力得到增强。同时加大培训
