普京主政以来对经济政策进行了一系列调整,主要内容之一是强化国家对自然垄断产业的控制。本文以燃气工业为例具体分析了俄罗斯自然垄断产业所有权结构的演变过程、强化国家控制的原因和具体途径以及国家所有权集中所产生的影响。俄罗斯经验的有益启示是应该超越封闭的国民经济框架,立足于全球开放竞争来审视我们的自然垄断改革战略。
Since Putin took the helm, a series of adjustments have been made to economic policies. One of the main contents is to strengthen the state’s control of natural monopoly industries. This paper takes the gas industry as an example to analyze the evolution of the ownership structure of Russia’s natural monopoly industries, the reasons and specific ways to strengthen state control, and the impact of the concentration of state ownership. The beneficial enlightenment from the Russian experience is that we should go beyond the closed national economic framework and review our natural monopoly reform strategy based on the global open competition.
